Labour Laws & Disable Employment

According to labor laws of Pakistan (Disable Employment act) Companies have to provide 2% of their employment to disable persons And they are not providing jobs to disable persons and they are breaking the laws & on the other hand the Disable Employment officers-(Labor Law Department) take inspection in each & every factory present in Karachi on every year and they ask them that according to our law you should have 2% disable persons working in your Organization out of your total employees then the admin officer or a labor officer present in the factory take them to a separate room and ask to them that how much you take to give us a clearance certificate for disable employment then Government Officer demands money by seeing the size of total number of employees working in that factory or a Organization.(And this is my Personal Experience When i was working in Some factory when i was working there as a Admin Officer)
